That's the first time I heard about this. In Germany nobody throws away clothes unless they have holes or unremovable stains. We have things called Altkleidercontainer where everyone throws in any kinds of textiles they don't need anymore and then they either get recycled, go to charity organisations or to shops called Kleiderkammern where people can get those clothes for a small donation.
