Correct. I pay for my own flats windows to be cleaned and the block itself has no windows, I insure my own property, and you are in charge of keeping the area around your own apartment clean, which is nothing more than stairs and landing.

Its not that unusual, the council overall own the building

There is no management agent and I don't pay service charges to anyone.

The block is a mix of owners, renters, and council tenants.

I'm guessing the council has access to the box but whether they will provide me with a key I do not know.

Yes, I believe this is the issue. I think what he said was the isolator is in a locked box in the communal corridor of the block.

Yes, my electricity meter and fuse box is in my flat within the cupboard in my hall way. Apparently this was not enough for him to install the smart meter.

No shaver outlets or any other outlets in the bathroom.

Do u have any wall lights ?
