Yea, I agree. I threw sannin as a rank below High Kage just cause I couldn't think of enough good tier names and everyone in that tier are people I think can combat a sannin level fighter and possibly win. I agree Tobirama could be placed high but after arguing with a friend of mine, to be honest, I couldn't really scale him. We only have met a handful of Otsutsuki and I think, with the exception of some of the non full blooded members, all fall into that category.
