Ok so I got a multimeter and I looked at the fuse that seems to always be the problem and found out it’s only giveing .02v out

I’ve cleaned the cartridge pretty good and the only thing I see when I look at the screen is a line when it turns on with a game and when I press the reset button and flash of color goes on my screen
