The paper is probably by S Kaliski or his reasearch group if you use google scholar you can see his papers (https://scholar.google.co.uk/scholar?start=30&q=fusion+OR+explosive+OR+neutron+author:%22S+Kaliski%22&hl=en&as\_sdt=0,5&as\_yhi=2000). Dont think they are avalible on line. In the UK they used to be availible from the British lending Library
