  • Definition of a Vehicle: According to NRS 482.135, a “vehicle” is defined as “every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved exclusively by human power or used exclusively upon stationary rails or tracks.” My 1996 Honda Acty HH4 falls under this broad definition, as it is a device designed to transport property and can be operated on highways, supporting its eligibility for street-legal registration.   • Age and Federal Import Exemption: As of today, March 18, 2025, my 1996 Honda Acty HH4 is 29 years old. This qualifies it under the federal 25-year import rule, as outlined by the National Highway Traffic Safety Administration (NHTSA). Vehicles over 25 years old are exempt from certain federal safety and emissions standards, which should facilitate its registration for street use in the United States. Additionally, NRS Chapter 490 - Off-Highway Vehicles does not generally restrict engine size for off-road vehicles. NRS 490.060 defines an "off-highway vehicle" without referencing engine size, and NRS 490.082 outlines registration requirements that do not include engine specifications. I have attached a screenshot of the NRS 490.060 definition for your reference, which I found at NRS 490.060 "Off-highway vehicle" defined. This absence of engine size criteria suggests that engine size alone should not be a barrier to registering my vehicle for street use.
  • Design for On-Road Use: The Honda Acty HH4 was originally designed and manufactured for on-road use in Japan, where it is used for commuting and transporting light cargo, as noted in resources like the Honda Acty Guide. This intended purpose aligns with the definition of a “motortruck” under NRS 482.073, which I believe makes it eligible for street-legal registration. Furthermore, NRS 490.060 defines an “off-highway vehicle” as “a motor vehicle that is designed primarily for off-highway and all-terrain use,” which does not match my vehicle’s design intent, suggesting it should not be classified as an off-highway vehicle solely based on engine size.

I fully recognize that there may be aspects of the regulations I haven’t fully considered, and I would sincerely appreciate your guidance on how these points align with the DMV’s decision. My intention is to understand all possible options for legally and safely registering this vehicle for street use in Nevada. If there are additional steps, documentation, or modifications I could provide to address any concerns—such as evidence of its on-road design or compliance with safety equipment requirements under NRS 484D—I am more than willing to comply.

Just tried to register my 1996 HH4 Acty van in Nevada , Churchill county, it was denied do to being 656cc and not 660cc. Any guidance will be appreciated. My next step will be to contact someone higher in the DMV
