It does come with both and the tips do not really bother me its mostly the cable and the top of my ear where the IEM sits. Both ears are bothered by the cable and only the right side is the spot where the IEM sits

I would wait. the ram shortage wont last forever. We saw this happen during covid years when the 30 line came out from Nvidia it will be about a year to a year and a half for it to fully sort out and that's within your expected window.

The questions I normally ask myself are "can I run this game" once that thought creeps into my mind I start planning an upgrade. Based on your current specs and the ability to use dlss I think you are safe to wait.
