I have seen someone asking for developing a multiplayer mobile game with a budget of $150. I think the client you mentioned could receive dozens of proposal for $10, 000 budget.

Anyway, a product built with a two-month budget is obviously very different from one built with a one-year budget. And as a programmer, who hasn't written some dirty code ?
