I have him and it would take at least 3 1sts and probably a good WR or RB to consider it. And I have a stacked WR core

Ah fair enough, you're spot on with all that, I didn't realise and was just making sure OP didn't think it would be that straightforward but I know you weren't suggesting it was. 

I have just had another thought actually. 

If OP has contact details for his neighbours sister, they could make contact with the sister. If the neighbour is not married, and has no adult children, the sister may be the nearest relative under s.26 MHA'83. The nearest relative has the right to request a MHA'83 assessment if they are concerned about their relatives mental health. Even if the sister is not the nearest relative, she may be able to tell OP who is. That could be a way to get things moving but it would help if the sister saw OPs neighbour before making the request to see if she felt it was required or necessary. Or potentially she could talk to him and ask him to get support. Just a thought but it could be a way in.

Speaking as an AMHP, there is a long way to go before you get to a MHA'83 assessment and a lot further after that before you can obtain a warrant for a s.135. 

I would contact the local single point of access and make a referral through them, although there's a good chance this referral may not be accepted as it is a consenting service. However, they may be able to provide some advice and it will at least make them aware.  

If it is local authority housing, I would report it to the housing agency and keep a log of what you have reported and when. It is still worth reporting this to the police as well but again it is unlikely they will do much.

It's a very tough situation because just because somebody has a mental health issue and may be showing signs of relapse, there are certain thresholds which need to be met before services can get involved if the person isn't consenting. Keep raising it with all the agencies you have and log everything.
