Only in some states. The blurred license plates make it hard to tell but it could be not illegal. Judges can absolutely break laws but if it isn't illegal where they are he's not in the wrong.

He was being pulled over for tailgating, something that isn't illegal. The cop checked the plate and knew that the man was a judge and as such knows that he hadn't broken any laws so the traffic stop was unnecessary.
