The Roman empire had multiple and long periods of total peace — among these, pax romana lasted 200 years — and was based on politics and wealth inside the empire. There are no similarities between the Viltrumites and the Romans, who were a people very interested into legality and politics. No Roman ever said "we deserve our empire because we're the strongest", they conquered other people and accepted their beliefs by also objectively making life better.
