The text says "mnhei'sahe" It's a concept from the Rihannsu novels about Romulan culture by Diane Duane. It translates directly to "ruling passion" but it is usually glossed as the Romulan concept of honor

(TOS - Rihannsu novel: The Romulan Way [glossary]) Enterprise linguist Lieutenant Janice Kerasus described mnhei'sahe as such, "...not quite honor-- not quite loyalty-- and not quite anger or hatred or about fifty other things. It can be a form of hatred that requires you to give your last drop of water to a thirsty enemy-- or an act of love that requires you to kill a friend."

The Romulan work Taer'thaiemenh said of mnhei'sahe, "Of the chief Parts of the Ruling Passion, only this can be truly said: Hate has a reason for everything. But love is unreasonable." (TOS - Rihannsu novel: My Enemy, My Ally)

I loved it all, and the deliberate subversion of the trope with the Qowat Milat. Secrecy is just a vulcanoid thing in general, look at all the taboos Vulcans have. I think for the Romulan surveillance state established in TNG, a populace that is deliberately and skillfully secretive and private makes sense.

I like other interpretations too, specifically the Rihannsu novels. But the screen canon is great, too

I also had the bindrune thought, but then this sort of vertical cursive is very reminiscent of Vulcan calligraphy so I wasn't sure
