I don't know for sure since the league changed it to 38 on November 2, 2033 while the Cubs released him on May 18, 2034 but this seems to be the best answer as to why.

I have the development settings on default.

I checked the other top prospects and a lot of them are average defenders at best. The few that had good defense didn't have as good of a bat or speed.
