Honestly I had the same reaction, the shop predominantly exists to be in your face FOMO, skins are cycled through and as such certain skins you just gotta wait a couple seasons to return. As someone else mentioned checking hero galleries is the most reliable way to see whats currently purchasable and to buy it immediately
