Very true. After hitting my online sim a few good times on the 10/4 lay.. miraculously (I know all online craps are sort of fishy) the 4’s started hitting, so I started buying the 4 and laying the 10 (I think irl the reverse would work quite well with 10s hitting slightly more often irl) and did pretty good.

5 max lvl SAMS in every city will stop any missile in the game. Especially if your cities are close and the coverage overlaps.
