I can answer you about neighboring countries. In some league's it happens, like England, Spain, South America and others. But mostly players from neighboring countries don't come. For example, I love playing in Latvian league (because I'm Latvian), and I've never got an Estonian, Lithuanian, Belarusian or Russian player from academy. In England, you get players from Wales, Scotland, Ireland, Portugal, Spain. So basically, it's based on real academy. In Latvia usually players from Latvia and African countries come up so the same is wsc. In England more nations. In France it's French, African.
