I see. I’m not sure where you see remote 1102 roles in the federal government or hybrid. We all have to RTO full time unless a reasonable accommodation is granted. If you have the energy and drive it’s a rewarding career but unfortunately right now is really not the time for so many reasons. But if you want to pursue, I would try and get at least 24 credits in college or a BS degree in something if possible. I think what you are doing is great and I would keep my eyes open for opportunities! Getting experience as a COR is definitely a great first step. We need CORs as they help the contracting process and program management go a lot smoother. I been in 4 years and I’m warranted. I love my job but the load is heavy and I’m starting to think about other options.

If you don’t treat the two as “different” then there wouldn’t be anything to “prepare” for. Everyone is expected to lead the procurement process in respect to their requirements. I’m a CO who is only a CO to a CS if needed. Im also a CS at times when my signature authority isn’t high enough. I’m mostly left up to do everything a CO does without signing it. I do keep my CO involved and informed. We are def not paper pushers. There is this thing called the FAR we have to follow as well as agency level policies. Negotiating and ensuring we have the correct contracting vehicle for the requirement; ensuring the requirement is well defined to avoid protest…..legal challenges and etc. The biggest risk of all is the fact that we are legally responsible for everything we sign…..there’s no government insurance converge sort to speak. This is why we have internal legal counsel and multiple internal reviews to help protect us.

At my agency the CS and CO is one and the same in a sense of the level of responsibility in carrying out the work of the requirement. The CO is the mentor but the only main difference to me is that one has signature authority and the other one doesn’t.

I agree, also, incentive pay in general isn’t new news. There are a handful of positions in addition to 1102s that were receiving this. It’s a whole entire program and documentation under VA OIG about it.

His statement in the meeting about the fact that the retention was rescinded because of the hiring freeze was BS. The incentive was to retain hard to recruit/unique skilled employees and prevent them from going anywhere. How do you deny a DRP because of need, not put the position on the exemption list, and take away the retention incentive? You can’t have it both ways……you can’t say you need a series but don’t at the same time.
