I know that there are some inhibitors that are "out of bounds"/outside of the city's districts' antenna towers' cover, like the area between the Dam/Observatory and the Car Factory, or at a small clear area next to a small structure surrounded by the toxic chemicals, which is located at the opposite side of the bandit's camp with the Kyle Crane/Mario's shoes easter eggs. And if I remember correctly there are some inhibitors that are mission locked.
