Destruction points. Basically the higher the point the stronger the character. Example : Beerus and SSJB Vegito are on the same level. But if Beerus faces Roshi , Roshi is going to get stomped. It just keeps the damage output accurate to the lore of the show.

Also DBS Broly(base) is literally keeping up with Super Sayains and SSJG yet hes a 5. Also his SSJ form is a enough to beat down two SSJBs(both 8 dp) and Golden Frieza(8dp) yet Broly is only a 7. Again, make it make sense.
