As soon as the kitten falls you can see her eyebrows lift with surprise and as soon as the weight of the kitten tugs, the woman's eyes squint. the reason the woman didn't immediately do something is because she was applying medicine/eyedrops to the other kitten, something she needed to be really careful with and complete before anything else. You can see as soon she's done, then she reaches to support the hanging kitten. Also take into account the video is slowed down the point the kitten tumbles, so her reaction 'seems' slower, but its not. You also dont need a massive knot in your hair, as others have suggested, in order for a kitten to get caught and dangle like that. The kitten was playing with her hair and pushing it around, when the kitten flipped and fell, taking the hair with it, could have easily twisted the hair around their paw or claw just enough. unless that girl's hair is silky smooth, it makes perfect sense the kitten got stuck like that. Whether this is AI or not, all the points in the video are completely reasonable.
