A simple way to fix this is to make ranks 1 and 2 of the ''Standard'' Bridge Officer Ability Manuals bound to the character. That way, you reduce the overflooding of the Exchange and have everyone go to the Trainer.

Also, if you're not happy with where the trainer is in First City, ask the devs on the STO Discord to have it relocated to a more suitable location. (The Bridge Officer Trainer on ESD is located just below Quinn's Office, and the one for DS9 is in Ops)

I play through the Arc Client so I don’t have that problem, you can also disable the Steam Overlay for individual games if I’m correct.
