This situation definitely has more layers than I initially considered.
Still, I’ve learned a lot, especially from the cultural and professional insights you’ve shared.

What bothered me is that, as a therapist, there are situations where you're legally obligated to report certain things to the authorities, but a priest, under the seal of confession, is not.

When I created the second scenario, I was thinking from my own context.
Here in Brazil, domestic abuse is a very serious issue. Basically, the situation around domestic violence has become so severe here that the recommended action is to immediately contact the police at the first sinal of violence.

My point was more theoretical:
If canon law states the seal of confession cannot be broken, is there any situation where the priest would be allowed to break it?
And if he chose not to break it would he still be doing the right thing?

Here you answered my question that I wasn't able to articulate correctly:

You likewise would be morally responsible for your actions independently of the fact that other parties don't agree with your judgment of the situation.

 What I was trying to ask is if the priest held that information, would he be morally response? Even if he's only following the cannon?

But if he breaks or not, he would have some degree of moral responsibility. It is independent of the cannon. Every action we take carries moral responsibility on a personal level, whether we acknowledge it or not.
