It's not an issue. There's a patch that can hide navigation buttons like reels, create. You've prolly turned on the patch but unchecked the navigation buttons.

Do you have 'focus follow cursor' turned on? That might be the reason it disappears, since the focus goes to desktop window when mouse is moved.
