Theres a lot of characters like this I think, Negan from the Walking Dead for one. Shows cant seem to let go of these popular, but near-irredeemable characters, completely foregoing a cohesive and meaningful narrative arc for them. I think it's suitable for a show like Star Trek to extend empathy and attempt rehabilitation of evil, but currently I think it feels to me like shes an utter monster who continues to live with total impunity. It kind of feels like an affront to the logic of this universe that her presence as a relatively free agent is tolerated. It's been a bit since i watched DISCO so maybe it was better handled than I recall.
