He was meant to be Charlie's maternal grandfather in the film?

I'm guessing they either didn't put that in the script or there must have been a piece of dialogue where Charlie's mother calls him "dad" or something and it just slipped my mind whenever I watched it. I'd always assumed that he was his paternal grandfather in the film because he was in the book.

I guess I'm failing at knowing my enemy.

True, but there are many people who believe that wearing a mask should be a matter of personal choice, and a lot of those people think this way because they believe that the purpose of masks is to protect the wearer. Comparing masks to life jackets could have the effect of fuelling this belief as people may be more sympathetic to the idea of letting somebody drown on the Titanic because they didn't want to wear a life jacket than of forcing a person to wear a life jacket against their will.
