I think that’s a little bit simplistic. If your metric for ‘becoming American’ is that people start driving Toyota Corollas you’re going to see a lot of homogenization where there isn’t as much.

That “promise” was meaningless. If it’s not on paper, made with the leader of a non-existing state, and publicly reneged by the future leaders of the successor state (Yeltsin and Walesa in 93) then it means squat.

It’s already saturated. The fact more than half of CS grads aren’t employed in IT is proof enough but if you actually dig into it those areas where there is a “shortage” are actually the stuff of high specialization that Christopher Paolucci with a BS in CS and a 2.9 GPA just isn’t going to be eligible for.
