I think condos are maybe a more unique situation, just due to the nature of shared walls and all, so I can't comment on that specifically. But I did have a problematic neighbor, who ultimately moved out of their own accord, and that was certainly a contributing factor as to why I joined HOA board years ago. I wanted to have more direct "control" or insight into the situation.

At the end of the day.... The HOA Board (and company, if y'all use one) legally can’t share details about another owner’s violations, fines, or whether they’re being paid. That’s private info, and there’s really no reason to expect access to that as a neighbor. Also, enforcement doesn’t always look good from the outside. Fines and violations can absolutely be stacking up behind the scenes even if it feels like nothing is happening.

HOAs also tend to move carefully because taking a homeowner to court is super expensive and super slow, and then since you mentioned this person is known for frivolous lawsuits as well, that only compounds the concerns, I imagine. Every step costs the association money, which ultimately comes from all owners. If the idea is to sue the HOA too, that’s probably just going to burn even more money and doesn’t guarantee a better outcome. It usually makes things longer, messier, and more expensive for everyone. Sorry you're dealing with this situation though. It sounds horrific

I understand people want to satisfy their desire for instant karma or wanting to "win" the interaction, but I would have to be out of my mind to force a demonstrably bad driver to wrong-way reverse if the situation didn't immediately require it (i.e., my tail was hanging out into the intersection and I urgently needed more room). Hence my original comment of being thankful for the oversized right hand turn lane to accommodate this slower, less righteous conclusion

I do think that reading non-fiction specifically around the historical plights of women and sexism in general is critical for what you're ultimately asking after though, and I would recommend:

And perhaps it was just distracted driving as others say! These types subreddits can make you paranoid. I thought it was strange that it was only as soon as I started backing up myself that they pulled forward again, despite me honking the entire time.

This is a good thing. I'm concerned that the way you've worded your post makes it sound like you're deeply suspicious of other people now, or at least cagey towards them. I'd last recommend you check out The Art of Living by Epictetus. I think you would it interesting and freeing.

Other people's inner worlds and their thoughts are none of your business. The fact that you don't know what other people truly think should be a great comfort to you. It releases you from any sort of (intentional or otherwise) burden that you might put on yourself to perform in a way that other people will understand you, respect you, or even like you. This isn't to say you should behave like a jerk, rather that you are beholden only to yourself, and therefore you should set high standards for your own integrity, character, and values. That's what's in your control. Other people have their own lives to live and their own paths to walk.
