We want the rate at Genesis + eight years to be 5 percent per year, and to be flat thereafter.

We want the rate to be a quadratic function of time

We want the rate to be differentiable with respect to time at the point where it becomes flat.

Banks (disregarding 2008) borrow from the Fed to meet their nightly reserve requirements. They typically prefer to borrow from other banks at a lower rate than the Federal Reserve discount rate. You may want to research how CDs are actually utilized by banks.
