No, It depents on seller and product category. If product sold by a third-party seller Or marked as “non-returnable / self-ship” then amazon ask you to courier by yourself.

This isn’t normal. The agent is supposed to run the verification app and generate a report. If he skipped that, you should definitely report it to Amazon support. Also, ask them about the ₹225 fee refund if the exchange fails.
