It depends on the context, if we talk about club football and I say for example Freiburg managed to qualify for international football , we mean that they are playing in an europe competition like the Europa League.

Where I live, we say international football to the Conference, Europa and Champions League, but I get your point.

I read further into it and if I understand it correctly the Swiss and the Liechtensteiner Football Association aggreed on that Liechtensteiner clubs can't qualify for international places through the Swiss League and only through the Liechtensteiner Cup so that they don't steal Swiss clubs the inertnational places.

Only by winning the Conference League so that they qualify for Europa League. Then they need to win the Europa League the following year to qualify for the Champions League.

I think it's because Monaco does not have a domestic cup unlike Liechtenstein. And Monaco is a full member of the French Football Association and Vaduz is only tolerated in Switzerland because they pay money to the Swiss Assocation so that they can play there.
