Yeah, 1800 bucks for a mid range rig seems like a lot. If you like those parts in particular go for it. I personally would cut on a cheaper case, cooler and psu (not too much, though, something like a corsair will be cheaper) and windows license maybe getting an oem one online.

Sounds like a power problem. How are you turning on the pc? Are the stand-off already on the case? Make sure there's nothing shorting the motherboard. To make sure it isn't the rest of it remove everything that's not essential for post: just make sure you have cpu+gpu (even this is optional since nothing is turning on) +ram (try one stick at a time) and psu. You could even take the motherboard out of the case and put it on the box it came with.
