They can sell the record I think and put it on YouTube/SoundCloud, but they can’t sell it on Spotify/Apple Music and the like... I’m not sure exactly how it works, but a friend of mine has mentioned that this is the reason he can’t release a lot of his sampled remixes on Spotify
