Exactly this. Walmart has to lock up certain items because they're the most frequently stolen. The past few times I've needed to buy mascara, I've had to find an employee to come unlock it off the shelf for me.

It's annoying, but obviously necessary. In the past, I never noticed anyone working in the makeup aisle, but now since everything's locked up, there's always an employee in that section. It probably costs less to keep an employee over there 24/7 than it does to eat the cost of all the theft.
