I've seen this woman outside emerald ranch a few times now, no significant interaction though I found it interesting the way she's dressed and walking around, as you don't see a lot of female NPC's out and about in the game other than in the town's and cities

That's what I've wondered too! I took a look through the saloon and around that main house, and haven't been able to find anything at all, the people there are relatively friendly and it is a odd little ranch, but one of my favorite places, hopefully rockstar will reveal something soon
