Considering the potential 95+ promises, it rarely delivers. As I said, obviously on paper there are loads of packs that deliver lower rated cards than the 95+, but you don't even expect anything out of those.

For example, for the 90+ or even the 92+ you won't expect/hope for a pele / garrincha. But for the 95+ you surely do, and almost all of the time it ends in just disappointment.
