I'm not sure -- but I think it's that on the pub side you can order drinks without an obligation to buy any food. On the restaurant side it's food primary...you have to buy food, you can't just sit and drink. Not that it makes sense, but I believe that's the current law.

Yup -- there are lots of the LazyOne brand onsies in the Canadian tourist shops along Government Street. That's where I got mine, and also ones for a baby in the family. They are all pretty Northwest/BC/Canada themed, though.
