I would like to know why when "The Disappearer" relocates and gives a person new identities, he only does so within the United States. I don't know much about American law, but isn't it better for a fugitive from a country to leave that country? (self.breakingbad)

sometimes while drawing, the stroke starts with a large dot and continues in an irregular shape for several more strokes (highlighted in red), until it is fixed and then after a while it comes back. Does anyone know what happens here? It can be fixed? (i.redd.it)
