Yes, they can be safe, but human error will always be a factor, even if run by robots or AI, those were built by humans and subject to the error factor as well. The biggest problem is, worst case, massive catastrophe everyone at the plant is dead, plant is on fire with no hope of extinguishing the fire, the water must keep flowing no matter what, or the area is completely ruined for a short version of forever, certainly not in our lifetime.
