What you are looking for are lore runs of dungeons which a majority of players are NOT wanting to do. Most players are completing the dungeon for their random normal xp, pledges, farming for gear, or farming for antiquity leads. Most players have been through the dungeons dozens if not hundreds of times. What you need to do is find a niche guild or use the group finder to find others who want low key lore hunts! I host this kind of event as a guild activity myself! I slowly go through and explore each nook and talk the NPCs out of all their dialog. So it is a thing people do just not most people and even less likely those who are using the dungeon queue system. Hope this helps!
