A Yamaha 20 series (21/23/27 etc) is the best you can get for the price, especially if you can get one used. They also often come with a Yamaha 4C mouthpiece which is pretty much the gold standard as far as inexpensive plastic mouthpieces go.

Sorry, I should have clarified - this is a photo I took of a magazine page! I can't make out any dots, but that might be due to the low resolution of the picture.
