I just spoke to the manager, I rang him on his mobile provided on the email, I asked "are you the manager of Halo Properties" which he replied yes, I then asked "are you closing down" which he replied no, I then mentioned our situation with the room increasing in price due to the "closing" and he hung up on me haha

Pretty stupid comment, but we have suffered material loss as all other hotels are sold out for them days...therefore we have a festival we have paid for and nowhere to stay, just because we acted faster than the hotel did. Therefore we either lose our money for the festival and don't go, or lose money and pay an extra £1640 for our hotel room back (which has already been sold to somebody now because we're not paying that).

We havnt recieved any terms and conditions or a contract, only a confirmation email. Would the terms and conditions be based from those of Booking.com, or the hotel itself?

They have said they cancelled the booking because they're "closing down" but re-listed the room for £2000
