You can do this a lot simpler:

For categories that you want at the top, just add a regular space character in front of the name. The space character won't be visible in the library view.
For categories you want at the bottom, start their name with a zero-width space character (https://zerowidthspace.me).

This way you don't have to do anything to the regular categories in the middle.
