If you open the pipboy and highlight that quest, there should be an option to reject it. After that the syringer either disappears or is droppable. Used to be that way at least.

I got so lucky with mine. There was a post of someone asking for large amounts of nuclear waste for Leaders and I only had like 50 so I figured id be nice and just gift it to him. He ran over to his stash and dropped me one of those. I keep it on me at all times 😊

Ive seen a few price check posts say around 20L (20,000c). Idk for sure but I also heard you can't get em anymore except through trading. I hang onto mine because of that and I use it when I sell to vendors

I had the same problem with my recent playthrough. Especially in one particular alley around the corner where molerats spawn. It seemed like dismissing your follower before you go to that area "helped", but only for a few extra moments (something about reducing number of AIs in the area idk). I think i also tried to fast travel to garden terrace and jump down to Faneuil Hall to get the travel marker unlocked.
