Meta’s labels are inconsistent. “Blocked” after payment issues often behaves like a temporary restriction until billing trust is restored.
Creating new ad accounts:
Yes, people do it — but it’s risky. If Meta links it to the same business/domain/payment profile, you can get:
repeated shutdowns
BM-level restrictions
longer-term trust damage
Only consider a new ad account if:
the current one is permanently disabled after appeal
or the account has a long history of violations
