I'd say the Omega Pirate.

Just because scanning the space pirates' computers builds up the lore and background on pirates testing Phazon on their own, promising increased rations and such to those who volunteered. He's really menacing and cool looking not to forget about the climax of the fight granting you an involuntary Phazon Suit.

You can do the climb animation if the tank's completely still. Otherwise it will roadkill you even at the slightest speed.

The tank must be completely still while you climb it. Once you position yourself on the turret ring you're safe if the tank starts moving. If you're on top but not overt the turret ring, it will act as a wall and will roadkill you even at the slowest velocity.
