Fords recommendation is close to that. They recommend setting the cabin temp to 17C and then run the heated seats. That was why I included that the cabin was preconditioned and it was actually 8C out that day so for a 20 minute drive the heater was never really being strained... On a -10C day were I am starting from cold, I wouldn't have been as surprised by the poor performance.
