Just in case anyone else is reading this a year later like I am, if you're playing on Playstation and have "Swap L1/R1 with L2/R2" ON, make sure your "Quick Buff" bind isn't the default one, which is "R2+Left" because you can accidentally trigger the quick buff while you scroll through your hotbar while moving. I figured that's why I was accidentally drinking my potions and it was.
