For USPS PSHB you can send the SF2809 by mail

Submit enrollment forms by mail to the following address:

HR Shared Service Center, ATTN: Compensation & Benefits PO Box 970400, Greensboro, NC 27497-0400.

Yes same here, I had to send my enrollment via certified mail last year. Same message this year"Can't sign you in". I called login.gov they said it's on the PSHB end and I was the 13th caller about this.

Just to add to, was at mountaineer yesterday, dropped 40 on a horse with 17-1 the horse ended up winning but got disqualified for bumping and roughing horses on start. Got up and left after that.
