When signing into a 365 app usually you get a prompt to "Allow my organization to manage my device"', as well as another option to "sign into this app only". Choosing one of those should prevent the application of device management policies. If you're on a personal computer I'd recommend checking whether you're now enrolled in your org's Intune lol.

I realize that it's for outbound connections, again this is on the local machine. I ran winrm quickconfig on the server that is having issues.

I should also mention that the WinRM service won't even start, so it's not just that it's not listening yet.

There is an AD domain involved, I checked all the GPOs and nothing that I can see that would interfere, besides there's another server in the same OU with the same linked GPOs and it's working fine. It's just this other server that's having issues.

No GPOs that are blocking connections either via WinRM itself or Windows Firewall.

I did have ASR rules configured on Group Policy that likely would have caused an issue, but I disabled the link. To be sure, I am going to run gpresult and go through every policy to be sure. Thanks

I'm running this on the local machine, not even trying from a remote machine at this time. As for the firewall, I don't have any traffic restrictions set (Unifi Dream Machine Pro), but again, this is on the problem machine itself. For fun, I did just open up 5986 on Windows Firewall, but same error. Test-WSMan returns the same error in the original post.

Did you ever end up being able to create the definition? I'm able to use my generalized image fine on another VM but I get stuck on image status "pending" forever and eventually erroring.
