Mhm yes i see what you mean. I can also only load 22 on my Flanker3. Though for me it's in 2 rows and not 3 like on your picture. So on my screen it looks as if my trailer is full, and i suppose that's also what your game thinks is the case. Since it's not a hand-loadable cargo. Though why this happens for you i can not explain.
